A FRONTRUNNER'S ROLE Finland has invested in environmental policy in many different ways for years. The latest indication of this is the government's long-term climate and energy strategy report that was submitted to parliament in November 2008. Preparing the report has been pioneering work in many ways. First, very extensive and in-depth research was conducted and commissioned as a platform for it. Second, the collaboration across several different ministries was, quite frankly, exemplary. The preparation of the report was headed by Mauri Pekkarinen, Minister of Economic Affairs. This report is the most significant document in decades not only in terms of climate and energy issues, but also in terms of national economy and competitiveness. Internationally, Finland is a clear frontrunner in these matters. Focus 2009 concentrates on climate and energy. The mission of the Ministry of Employment and the Economy is naturally to promote business in these sectors; after all, the environmental business is today's fastest growing area globally. Finland has long been recognised for its investments in research and know-how, as well as in the environment. This Focus publication takes a closer look at basic education, one of the cornerstones of our know-how and which is highly regarded internationally. The current global economic turmoil is unparalleled. The country's strengths investing in environmental issues, research, and know-how are a crucial factor in this small nation's ability to weather the global economic storm.
